The BESIII Collaboration has observed a candidate for $c \bar c s u$ tetraquark $Z_{cs}$ at $(3982.5^{+1.8}_{-2.6} \pm 2.1)$ MeV and width $(12.8^{+5.3}_{-4.4} 3.0)$ MeV, while the LHCb in $\jpsi K^-$ channel with mass of $(4003 6 ^{+4}_{-14})$ $(131 15 26)$ MeV. In this note we examine possibility that these two states are distinct eigenstates mixing process similar to which gives rise axial-vector mesons labeled by Particle Data Group $K_1(1270)$ $K_1(1400)$. main point is on top $\bar c$ pair, have same light quark content as $K_1$-s. compact picture implies several additional states, analogous members $K_1$ nonet. These not yet been observed, nor they required molecular approach. Thus experimental discovery or exclusion extra will be critical test competing models exotic hidden charm.
